ارزیابی روش کنترل گروهی دادهها (GMDH) و سیستم استنتاج فازی-عصبی (ANFIS) در پیشبینی خشکسالی در چند نمونه اقلیمی مختلف
خشکسالی پدیدهای است که احتمال وقوع آن در همه نقاط کره زمین و با هر شرایط اقلیمی وجود دارد. پیشبینی خشکسالی میتواند نقش مهمی در مدیریت منابع آبی و بهرهبرداری بهینه از آنها ایفا کند. در این مطالعه، برای پیشبینی خشکسالی، کاربرد دو روش هوشمند سیستم استنتاج فازی-عصبی (ANFIS) و کنترل گروهی دادهها (GMDH) چند نمونه اقلیمی مختلف ایران مورد ارزیابی قرار گرفته است. به این منظور از شاخص بارش استاندارد شده (SPI) در سه مقیاس 6،3 و 12 ماهه استفاده شد. آمار و اطلاعات بارندگی طی یک دوره 20 ساله (2015-1996) در 7 ایستگاه سینوپتیک ایران با اقلیمهای متفاوت بکار گرفته شد و جهت بررسی عملکرد مدلها از سه معیار ریشه میانگین مربعات خطا (RMSE)، ضریب تبیین (R2) و میانگین قدرمطلق خطا (MAE) استفاده شد. نتایج نشان داد که در روش ANFIS مقدار ضریب تبیین در کمترین حالت مربوط به SPI سه ماهه (SPI-3) با 59/0 و بیشترین آن در SPI دوازده ماهه (SPI-12) با مقدار 97/0 میباشد. در روش GMDH، مقادیر ضریب تبیین در هر سه مقیاس SPI و در تمامی اقلیمها بین 90/0 تا 99/0 بدست آمد که نشاندهنده دقت قابل قبول این مدل بود. . همچنین نتایج حاکی از عملکرد مناسب SPI در مقیاس دوازده ماهه بودند. . در واقع، بهبود عملکرد مدلهای ساخته شده با افزایش مقیاس زمانی محاسبه SPI، رابطه مستقیمی دارد. در نهایت نتایج مربوط به مقایسه مقادیر مشاهداتی و پیشبینی شدهی هر سه مقیاس زمانی با استفاده از روش GMDH در تمامی اقلیمها نشان داد که پیشبینی خشکسالی با این روش قابل اطمینان و امکان استفاده از این روش برای پیشبینیهای آتی میسر میباشد. بطور کلی نتایج تولید شده توسط هردو روش ANFIS و GMDH دارای دقت قابل قبولی میباشند اما پاسخهای بدست آمده از روش GMDH بهتر بوده و به عنوان مدل برتر در پیشبینی خشکسالی در این پژوهش معرفی میگردد

ایجاد شاخصهای ماهانه چرخندگی بر اساس گردش جوی منطقهای در جنوب ایران
شاخصهای چرخندگی از جمله شاخصهای غیر فرارفتی گردش جوی و معرف نوع و شدت سامانههای فشاری در نقشههای همدیدی می باشند و معمولا در زمان و مکان میانگینگیری میشوند. در این پژوهش دو هدف اصلی دنبال می شود: هدف اول ایجاد شاخصهای چرخندگی بلند مدت در جنوب ایران بااستفاده از مدل گردش منطقهای (RCM) و هدف دوم بررسی پاسخهای اقلیمی به شاخصهای چرخندگی ایجاد شده است که بیانگر تاثیرات گردش جوی منطقهای بر عناصر اصلی اقلیمی (دما و بارش) میباشند. شاخصهای چرخندگی در تراز دریا و جوبالا (500 هکتوپاسکال) از نقشههای میانگین ماهانه استخراج شدند. این نقشهها توسط مرکز فرایابی های اقلیمی (CDC) تهیه و توسط سازمان پژوهش های جوی و اقیانوسی (NOAA) ایالات متحده منتشر می شوند. به منظور بدست آوردن اندازه مناسبی از نقشه های همدیدی طول جغرافیایی 10 درجه غربی تا 80 درجه شرقی و عرض جغرافیایی 10 درجه شمالی تا 80 درجه شمالی انتخاب شدند تا پوشش مناسبی از سطوح اطراف که از نظر همدیدی به طور مستقیم یا غیر مستقیم بر الگوهای گردش جوی تاثیرگذار هستند به دست آید. این شاخص ها در 8 ناحیه از جنوب ایران(اهواز، شیراز، بوشهر، کرمان، بندرعباس، جاسک، زاهدان و چابهار) ایجاد گردیدند. معیار به دست آوردن این شاخصها انحنا و گرادیان خطوط تراز میباشد که نشان دهنده نوع و شدت گردش است. سری های زمانی شاخص های چرخندگی در سطح زمین و جو بالا با خطایی کمتر از 10درصد ایجاد شدند. این شاخص ها برای منطقه ای به شعاع تقریبی 350-300 کیلومتر از هر مرکز معتبر می باشد. محدوده تغییرات این شاخص از 2- تا 2+ (با تفکیک 1/0) است که به ترتیب نشان دهنده اثر پرفشارها و کم فشار ها (یا الگوهای پشته و ناوه) در گردش جوی است. ترکیب شاخص های چرخندگی در سطح زمین و جو بالا در هر مرکز به طور پیشرفته ای، وضعیت اقلیم شناسی همدیدی منطقه را توضیح می دهد. نتایج به دست آمده الگوهای متضاد گردش جوی در نیمه گرم سال (آوریل تا سپتامبر) را در دو سطح نشان می دهد. با توجه به شاخص های چرخندگی ایجاد شده در نیمه گرم سال کم فشار حرارتی و در سطح 500 هکتوپاسکال پرارتفاع جنب حاره ای حاکم می باشد. در نیمه سرد سال (اکتبر تا دسامبر و ژانویه تا مارس) جریانات خارجی گردش جوی اجازه عبور از منطقه را پیدا می کنند. پاسخ های اقلیمی به شاخص های چرخندگی نشان می دهد که به طور کلی دما بهتر از بارش با شاخص های چرخندگی واکنش نشان می دهد.

تخمین خشکسالی دراستان لرستان با استفاده از شبکه های هوشمند
خشکسالی یکی از پدیدههای آب و هوایی است که در همه شرایط اقلیمی و در همه مناطق کره زمین به وقوع میپیوندد. پیشبینی خشکسالی نقش مهمی در طراحی و مدیریت منابع طبیعی، سیستمهای منابع آب، تعیین نیاز آبی گیاه ایفا مینماید. در این پژوهش جهت تخمین شاخص بارش استاندارد 12 ماهه چهار ایستگاه باران سنجی نورآباد، الشتر، درود و بروجرد واقع در استان لرستان از مدل شبکه عصبی موجک استفاده شد و نتایج آن با سایرروشهای هوشمند از جمله شبکه عصبی مصنوعی مقایسه گردید. برای این منظور از پارامتر بارش در مقیاس زمانی ماهانه در طی دوره آماری (1372-1392) بعنوان ورودی و شاخص بارش استاندارد بعنوان پارامتر خروجی مدلها انتخاب گردید. معیارهای ضریب همبستگی، ریشه میانگین مربعات خطا و میانگین قدر مطلق خطا برای ارزیابی و عملکرد مدلها مورد استفاده قرار گرفت. نتایج نشان داد هر دو مدل قابلیت خوبی در تخمین شاخص بارش استاندارد دارند، لیکن از لحاظ دقت، مدل شبکه عصبی موجک در ایستگاه دورود ضریب همبستگی 811/0 و کمترین ریشه میانگین مربعات خطا 068/0 میلی متر و کمترین میانگین قدر مطلق خطا 051/0 میلی متر، در ایستگاه بروجرد ضریب همبستگی 885/0 و کمترین ریشه میانگین مربعات خطا 056/0 میلی متر و کمترین میانگین قدر مطلق خطا 048/0 میلی متر، ایستگاه الشتر ضریب همبستگی 827/0 و کمترین ریشه میانگین مربعات خطا 045/0 میلی متر و کمترین میانگین قدر مطلق خطا 039/0 میلی متر و در نهایت در ایستگاه نورآباد با ضریب همبستگی 849/0 و کمترین ریشه میانگین مربعات خطا 050/0 میلی متر و کمترین میانگین قدر مطلق خطا 046/0 میلی متر در مرحله صحت سنجی نسبت به سایر ساختارها جهت مدلسازی شاخص بارش استاندارد درمقیاس زمانی ماهانه عملکرد بهتری نسبت به شبکه عصبی مصنوعی از خود نشان داده است. در مجموع نتایج نشان داد استفاده از مدل شبکه عصبی موجک میتواند در زمینه تخمین خشکسالی موثر باشد که در نوبه خود برای تسهیل توسعه و پیاده سازی استراتژی های مدیریتی جهت جلوگیری از ایجاد خشکسالی مفید است.

الگوی اطلاعات جغرافیایی پخش منوکسیدکربن در حواشی بزرگراه ها در اثر ترافیک با در نظر گرفتن شرایط مختلف پایداری جوی (مطالعه موردی: بزرگراه نیایش)
یکی از منابع اصلی آلودگی هوا در کلانشهرها، ترافیک و معضلات مرتبط با سیستم حمل و نقل می باشد. توسعه شبکه ترافیک و افزایش انواع مختلفی از وسایل نقلیه با سرعتهای مختلف با احتمال عملکرد ناقص سوخت، موجب افزایش آلودگی هوا شده که این امر اجتناب ناپذیر می باشد. همچنین این آلودگی سلامت عمومی شهروندان شهرها را با خطر مواجه کرده است. بر این اساس، الگوسازی آلودگی هوا به منظور پیشبینی مکانی غلظت آلاینده های هوا در مناطق شهری ضروری می باشد. در این تحقیق، به مطالعه موردی الگوسازی پخش آلاینده منوکسیدکربن (CO) درحواشی بزرگراه نیایش واقع در کلانشهر تهران برای دوره زمانی آبان ماه، سال 1394پرداختهشده است. این تحقیق با استفاده از نرم افزار CALINE4 و روشهای سیستم اطلاعات جغرافیایی، به منظور ارائه نتایج، انجام شده است. غلظت COدر دامنه انتخابی برای نقاط مختلف با فاصله 500 متری از جوانب محور بزرگراه با در نظر گرفتن کلاسهای مختلف پایداری جو پیش بینی گردید. نتایج متاثر از هندسه بزرگراه، داده های ترافیکی و شرایط هواشناسی دوره مورد مطالعه می باشد. تطبیق نتایج برداشت شده توسط مشاهدات میدانی با الگوی پیشنهادی در چند نقطه انجام گرفت. نتایج الگو نشان می دهدکه با پایدار شدن جو و کاهش سرعت باد، غلظت CO در نقاطی که در جهت موافق وزش باد تحت تأثیر قرار دارند، به خصوص ناحیه شمال بزرگراه، افزایش مییابد. همچنین در نقاط واقع در خلاف جهت باد، غلظت CO به میزان حداقل باقی میماند. غلظت آلاینده های پیش بینی شده با ازدیاد فاصله از بزرگراه بهصورت نمایی کاهش یافته و در پایدارترین حالت جوی، در فواصل 25، 50، 100، 150و 300 متری از بزرگراه، غلظت CO به ترتیب به میزان 18% ، 48%، 57%، 73% و 96% زوال مییابد. در این مطالعه همچنین طیف پخش غلظت CO با استفاده از روش سیستم اطلاعات جغرافیایی برای پایدارترین حالت جوی دوره مورد مطالعه، آبان ماه، بدست آمد. نتایج نشان می دهد که غلظت آلاینده CO در دو ناحیه که اولی از محل نزدیک به تقاطع بزرگراه نیایش با خیابان ولیعصر تا خیابان سئول ودومی شامل بزرگراه نیایش در حدفاصل بین بلوار فرحزادی و بزرگراه اشرفی اصفهانی می باشد، دارای غلظت بیشتری نسبت به بقیه مناطق بزرگراه می باشد . بر اساس این نتایج، نواحی یادشده را می توان به عنوان ناحیه پرمخاطره اعلام نمود و باید با تغییرات شرایط مرزی مختلف، شدت تمرکز آلاینده منوکسید کربن را در این نواحی کاهش داد.

ارزیابی تأثیر پارامترهای اقلیمی بر روند تغییرات تراز آب دریا با استفاده از مدلهای آماری خطی در سواحل شمالی دریای عمان
پیشبینی نواسانات تراز آب دریا ابزاری کارآمد بهمنظور مدیریت جامع دریا و حفاظت مناطق ساحلی است. در دهههای اخیر تغییر پارامترهای اقلیمی سبب بروز تغییراتی در دمای سطح کرهی زمین، بارش، سرعت باد، ارتفاع امواج و تراز آب دریاها شده است. جریانهای جزر و مدی یکی از عوامل عمده در شکلزایی و فرسایش ساحلی و نیز ایجاد مخاطرات محیطی در منطقهی جنوب شرق کشور است که میتواند تحت تأثیر تغییرات آب و هوایی قرار گیرد. در این پژوهش ابتدا به بررسی روندتغییرات ترازسطحآب دریا در ایستگاههای جزر و مدی سواحل شمالی دریای عمان پرداخته شده و سپس ارتباط بین پارامترهای اقلیمی فشار هوا، نیروی باد و دمای هوا بر روند تغییرات تراز دریا مورد مطالعه قرار گرفته است. دادههای مورد استفاده در این تحقیق شامل اطلاعات مربوط به پارامترهای اقلیم و نیز دادههای مربوط به تراز آب دریای عمان در ایستگاههای جاسک و چابهار است که به ترتیب طی دوره آماری 20 ساله (2016 – 1997) از سازمان هواشناسی و مرکز کمیسیون بینالمللی اقیانوس شناسی دریافت و مورد تجزیه و تحلیل قرار گرفت. نتایج حاصل از پژوهش نشان داد که در طی دورهی مربوطه میانگین تراز دریا در بندر جاسک و چابهار به ترتیب 80میلیمتر و 30میلیمتر افزایش یافته است. همچنین ضریب تغییرات میانگین تراز دریا در طول دورهی آماری مورد مطالعه به ترتیب با حدود 460میلیمتر در بندر جاسک و حدود 400میلیمتر در بندر چابهار متغیر بوده است. همچنین نتایج حاصل از همبستگی و تحلیل رگرسیون بین پارامترهای مستقل فشار، دما و تنش باد بر پارامتر وابسته میانگین تراز دریا نشان داد که بین میانگینهای ماهانه پارامترهای تراز دریا، دما، فشار جو و سرعت باد همبستگی معنیداری وجود دارد. در هر دو ایستگاه مورد مطالعه بین پارامترهای اقلیمی سرعت باد و دمای هوا با تراز دریا همبستگی مستقیم و بین فشار هوا و تراز دریا همبستگی معکوس وجود دارد. یعنی افزایش دمای هوا و سرعت باد باعث افزایش تراز سطح دریا و افزایش فشار هوا (الگوی پرفشار) باعث ایجاد جوی پایدار و کاهش تراز سطح دریا میگردد.

روند تغییرات فصلی الگوی باد در خلیج فارس
در این تحقیق دادههای اندازه و سمت باد اندازهگیری شده در 7 ایستگاه هواشناسی موجود در طول ساحل شمالی خلیج فارس (شامل: آبادان، بوشهرساحلی، دیر، کنگانجم، کیش، بندرلنگه و بندرعباس) با هدف تعیین الگوی تغییرات باد منطقه در یک دوره بلند مدت مورد بررسی قرار گرفته است. بدین منظور الگوی کلیِ ماهانه، فصلی و سالانهی باد و به طور همزمان روند تغییرات آن در ساعات مختلف شبانه-روز از روشهای مختلف تحلیل شده است. بررسیها نشان داد که در مناطق مختلفِ سواحل شمالی خلیج فارس، شکلگیری بادها به عوامل مختلفی همچون موقعیت خط ساحل، شرایط مختلف فصلی و وجود عوارض ساحلی مانند کوهها بستگی دارد. به گونهای که با پیشروی از نیمهی غربی به شرقِ خلیج فارس از قدرت بادهای نظاممند کاسته شده و نسیمهای دریا و خشکی به واسطهی نزدیک شدن کوهها به ساحل تأثیرات بیشتری بر الگوی باد منطقه میگذارند. در فصل زمستان، بادهای نظامند حاکم بر نیمه غربی خلیج فارس ناشی از حضور کم فشارهای غربی هستند در حالی که طی تابستان، الگوی تغییر بادهای این منطقه ناشی از گسترده شدن کم فشار حرارتی شمال غرب هند است. در فصل تابستان، ، یک نظام کم فشار میان مقیاس بر روی الگوی باد برای نیمه شرقی خلیج فارس اثر گذار است که بادهایی با جهت شمالشرقی تا جنوبشرقی را در این منطقه ایجاد مینمایند. در حالی که بادهای نظاممند در غرب منطقه اهمیت بیشتری دارند برای ایستگاههای شرقی خلیج فارس حاکمیت با نسیم دریا و نسیمخشکی است. نتایج نشان داد که در این منطقه نسیم دریا و خشکی در تمام سال وجود دارند و سرعت آنها با حرکت به سمت شرق کاهش حدود 2 الی 3 متر بر ثانیهای را تجربه مینماید. از دیگر نتایج به دست آمده این است که به طور متوسط نسیم دریا در تابستان پرتکرار و قویتر از سایر فصول بوده و در مقایسه با نسیمخشکی تندی بیشتری نیز دارد. با این وجود در فصل زمستان به علت طولانی بودن شب نسبت به روز، درصد فراوانی وقوع نسیمخشکی بیشتر از نسیم دریا به دست آمده اما همچنان از شدت کمتری نسبت به نسیم روزانه برخوردار است.

ارزیابی عملکرد سازمان هواشناسی کشور درجمع آوری داده با رویکرد مدل توسعه یافته کارت امتیازی متوازن
در این مقاله، به بررسی فرآیندهای سازمان هواشناسی و نحوه دسته بندی آنها درقالب آیتمهای سازمانیپرداخته شده است.این آیتمها در هر سازمان نقشه فرآیندها و نحوه انجام کار و وظایف سازمان رانشان می دهد.در سطح کلان فرآیندها در غالب فرآیندهای مدیریتیفرآیندهای محوری(اصلی) فرآیندهای پشتیبانی دسته بندی و در سطوح پایین تر به اختصار به نحوه انجام آنها و جریان اطلاعاتدر سازمان پرداخته میشود. خط مشی عمومی، مجموعهای از تصمیمات بههم وابسته است که بهوسیله گروهها(کارشناسان) با هدف دستیابی به اهداف خاص یا بهدست آوردن ابزار مناسب برای دستیابی به آن اهداف اتخاذ میشود.این تصمیمات با توجه به نحوه انجام فرآیندها و بازنگری نحوه انجام آنها اتخاذ می شود. کارکرد اصلی استراتژی، خلق مزیت رقابتی برای سازمان است و این کاراز راه خلق ارزش (با تعیین فرآیندهای کلیدی عامل موفقیت) برای کاربران انجام می شود.استراتژی را می توان از منظر ویژگی های آن تعریف کرد، یا چگونگی شکل گیری آن را توضیح داد و یا به نقش آن در موفقیت سازمان اشاره داشت.ازمنظر فرآیند ، استراتژی عبارتست از: ایجاد شایستگی های متمایز کننده در سازمان برای خلق ارزش. روند اجرا و بررسی های انجام گرفته در مقاله ابتدا از طراحی نقشه فرآیندهای سازمان به منظور انتقال سازمان از حالت "وظیفه گرا" به "فرآیندگرا" آغاز شده، سپس هر یک از سنجه های فرآیند به شاخصهای کلیدی عملکرد در نقشه استراتژی اتصال یافته اند، آنگاه ارتباط هر یک از فرآیندها در نقشه فرآیندها با نقشه استراتژی در نمونه عملیاتی طرح مدیریت دانش جهت مدیریت عملکرد فرآیندها براساس کارت امتیازی متوازن در سازمان هواشناسی کشور مشخص شده است. کارت امتیازی متوازن که توسط آقایان کاپلان و نورتن از چهار منظر اصلی تشکیل شده است ولی با مطالعات فراوان از منظر ی دیگر نیز سازمان مورد بررسی قرار گرفت و نهایتا این مدل که توسعه یافته مدل اصلی کارت امتیازی متوازن می باشد بعنوان مدلی جهت ارزیابی سازمان هواشناسی تدوین شد ه است در این مقاله از طریق این مدل به بررسی و چگونگی تهیه و تولید داده پرداخته ایم و نهایتا به نمونه ای موفق از جمع آوری داده بشکل هوشمند در سازمان هواشناسی کشور پرداخت شده بطوریکه توانسته ایم نرخ نمونه برداری داده را از ساعت به دقیقه افزایش دهیم.

ارزیابی دقت مدل SARIMA در مدلسازی و پیشبینی بلندمدت میانگین دمای ماهانه در اقلیمهای متفاوت ایران
مدلسازی و پیشبینی متغیرهای هواشناسی اهمیت ویژه ای در برنامه ریزی محیطی دارد. سریهای زمانی از جمله مدلهایی است که در این راستا میتوان از انواع فصلی آن مثل SARIMA استفاده نمود. در این تحقیق از این مدل برای مدلسازی و پیشبینی دمای میانگین ماهانه 5 ایستگاه همدیدی در اقلیمهای مختلف کشور استفاده شدهاست. دادههای ایستگاههای آبادان، اصفهان، انزلی و دو ایستگاه تبریز و مشهد با اقلیم مشابه طی سالهای 1951-2011 میلادی، توسط تابع ACF از حیث وجود روند فصلی مورد بررسی قرار گرفتند و پس از اعمال درجه تفاضلگیری فصلی، وارد مدل SARIMA شدند. خروجیهای مدل توسط معیار بیزی شوارتز، جذر میانگین مربعات خطا و ضریب تعیین ارزیابی شدند. نتایج نشان داد بهترین مدلها برای این 5 ایستگاه فوق به ترتیب مدلهای SARIMA(1,0,1)(1,1,1)12،SARIMA(2,0,2)(3,1,1)12، SARIMA(1,0,0)(1,1,1)12، SARIMA(1,0,2 )(1,1,1)12 و SARIMA(0,0,1)(0,1,1)12 بوده و پارامترهای مدل جهت پیشبینی مقادیر ماهانه دورهی 2012-2014 استخراج شد. تغییرات خطای پیشبینی در افقهای 6، 12، 18، 24، 30 و 36 ماهه در دورهی سه سالهی پیشبینی بررسی شده و توانایی بالای مدل در پیشبینی گامهای بلندمدت در آینده مشخص گردید. در بین ایستگاههای مورد بررسی بهترین برآورد مربوط به ایستگاه آبادان در اقلیم فراخشک گرم بود که مقادیر شاخصهای خطا به صورت 41/322=SBC،°c22/1=RMSE و 98/0= بدست آمد. پس از آبادان، این مدل به ترتیب درایستگاههای انزلی در اقلیم مرطوب معتدل، اصفهان در اقلیم فراخشک سرد، و تبریز و مشهد در اقلیم نیمهخشک سرد دارای عملکرد مطلوبتری است.
